PDF tools designed with the GDPR in mind: your files aren't uploaded.

Merge, compress, split, and convert PDFs without sending them to any server. For healthcare, legal, and accounting professionals working with client documents, that means no data processing agreement, no cross-border transfer question, and no new data-sharing relationship to document.

Choose 2 or more files of the same type — reorder them below

Guideline: up to 50 MB works well on most devices; for larger files a computer is more reliable than a phone. Check for yourself that your files aren't uploaded

You selected files of different types (e.g. a PDF and a Word file together). Only files of the same type can be merged — remove the files that don't match the rest. Want them in one PDF anyway? Save the Word or PowerPoint file as a PDF first (in Word or PowerPoint: File › Save As › PDF), then merge all the PDFs.

Everything happens in your browser: your files aren't uploaded, so we don't see them.

    How it works

    1

    Choose your files

Drag them into the tool or click to browse. Your files aren't uploaded: your browser reads them itself.

    2

    Processing happens locally

Your browser does the work itself, using open-source libraries such as pdf.js, which also powers Firefox's built-in PDF viewer. No waiting in a server queue.

    3

    Download instantly

The result is ready on your own device. We don't store your files online, and the tools don't send them to anyone else.

Why this is different from many PDF sites

No upload, so no waiting for a server

Many other tools send your file to a server and back. Here, processing starts the moment you choose the file.

    Your documents stay yours

Your PDF isn't uploaded to a server. You don't have to take our word for it: you can check it yourself in your browser.

    No account, no daily limit

Because your own device does the work, there's no reason for an artificial limit to push you toward a paid plan.

    Honest about the limits

Converting to Word, PowerPoint or Excel is automatic and has no text recognition (OCR): scanned pages stay pictures. You can first make a scan searchable with OCR PDF. Compressing mainly shrinks images, so a PDF that is mostly text hardly gets smaller. Always check the result before you send it on.

Why this matters under the GDPR

Many online PDF tools upload your file to a server before doing anything with it. PDFCommunity doesn't — and for professionals who regularly handle other people's personal data, that difference has real GDPR consequences, not just a privacy nicety.

    No data processor agreement needed

Article 28 GDPR requires a written data processing agreement with any third party that processes personal data on your behalf. Because the tools don't upload your file, PDFCommunity doesn't receive or process that data — so it doesn't act as a processor in the first place.

    No cross-border transfer question

Where data is processed, and whether it leaves the EU, is a routine GDPR question for cloud tools. It doesn't apply here — your file isn't uploaded, so there's no transfer to assess.

Built for patient files, contracts, and client records

Healthcare providers, legal and accounting professionals, and HR teams regularly need to merge, compress, or convert documents containing personal data. Because your files aren't uploaded, using these tools doesn't create a new data-sharing relationship to document in your records of processing.

    Not legal advice

This explains the technical reality of how the tools work, not a substitute for legal advice. For a formal GDPR assessment of your own organization, your data protection officer, legal advisor, or the Belgian Data Protection Authority is the right resource.

    Frequently asked questions

    Is PDFCommunity GDPR-compliant?

PDFCommunity's tools process files entirely in your own browser and don't receive or store them on any server. Because the tools don't transmit the personal data in your documents to us, the usual GDPR questions about secure server-side processing, data retention, and sub-processors simply don't arise for the contents of your files. For the limited visitor data of the website itself (a cookieless visitor counter from Cloudflare, server logs and, only if you allow it, Google Analytics), see our privacy policy. None of it contains your files, and the page Verify it yourself shows exactly which requests your browser sends. This describes how the tool technically works — it isn't a formal GDPR certification, since no such official certification exists.

Do I need a data processing agreement (DPA) to use PDFCommunity?

No. Under Article 28 GDPR, a data processing agreement is needed with a third party that processes personal data on your behalf. Since PDFCommunity doesn't receive or process the personal data in your files, it does not act as a data processor, so no DPA applies.

    Where is my data processed?

Entirely on your own device, inside your browser. The tools don't upload files to any server, whether inside or outside the EU.

Can I use this for patient records, contracts, or other client documents?

Yes, that's what they are designed for: there's no upload step that creates a new data flow to document. You remain responsible for using the resulting files appropriately and for your organization's broader data protection obligations.

    Is this legal advice?

No. This page explains how the tool technically works, not legal advice. For a formal assessment of your organization's GDPR obligations, consult your data protection officer, a legal advisor, or the Belgian Data Protection Authority (Gegevensbeschermingsautoriteit).

    Do you see my files?

No. There's no upload, so there's nothing to see. All processing happens with JavaScript in your own browser, on your own device.

General questions about privacy, cost and file size are answered on the homepage. Stuck? See the help page.

    Important to know

Conversion to Word or PowerPoint happens automatically. With complex layouts (tables, multiple columns), the order of text may differ from the original — always check the result yourself before using it for an exam, official document, or any other purpose where accuracy matters.
