Turn a scan or photo of a document into a PDF

Turn photos or scans of a document into one PDF, with one page per image. Plus a few tips for a clean, easy-to-read result.

A certificate, a filled-in form or a letter: often you only have a photo or scan, while a PDF is what’s requested. Here’s how to turn one or more images into a single PDF, with one page per image.

Take a clean photo first

  • Shoot straight from above, not at an angle. Then the text isn’t skewed.
  • Use good, even light and avoid your own shadow over the page. Daylight near a window works best; turn off the flash.
  • Put the white sheet on a dark background, so the edges are clear.
  • Fill the frame with the page, but keep all four corners in the picture.

How it works

  1. Open JPG to PDF and choose your images. JPG and PNG work; WebP, GIF and BMP work in most browsers.
  2. Put them in the right order. Each image becomes one page.
  3. Choose a page size: A4 or US Letter for a document you’ll print, or the size of the image for reading on a screen.
  4. Click Convert to PDF and download the result.

Photos from an iPhone

An iPhone often saves photos as HEIC. In Safari those work directly. In another browser, save them as JPG first, or set the camera to save JPG from now on: Settings, Camera, Formats, Most Compatible. Photos that are sideways are turned the right way automatically.

What can you expect?

  • Ordinary JPG and PNG photos go into the PDF unchanged, with no extra quality loss.
  • WebP, GIF and BMP are first converted to JPG once.
  • Images are not straightened, cropped or enhanced: what you photographed is what you get.
  • This tool does no text recognition (OCR). So you can’t search or copy the text in the PDF. Afterwards you can make the PDF searchable with OCR PDF.

Finishing touches

  • Too large? Phone photos easily weigh 3 to 5 MB each. Compress the PDF afterwards; Balanced usually keeps the text perfectly readable.
  • Too much background around the page? Trim the edges with Crop PDF.
  • A page the wrong way round? Turn it with Rotate PDF.
  • Need to add it to other documents? Combine the PDFs with Merge PDF.
Sensitive documents

Your photos are not uploaded: your browser makes the PDF on your own device. That is useful for an identity card, a payslip or a medical certificate. Then delete the photos from your camera roll if you no longer need them.

Frequently asked questions

Can I put several photos into one PDF?

Yes. Choose all the photos at once: they all go into one PDF, one photo per page, in the order of the list.

Will the text in my scan become searchable?

No. The tool has no text recognition (OCR), so the PDF contains pictures of the text. The PDF is fine for sending and printing, but you can’t search or copy the text. Afterwards you can make the PDF searchable with OCR PDF.

Which page size should I choose?

A4 or US Letter give normal printable pages with a small margin around each photo. Image size makes every page exactly as big as its photo, which is handy for viewing on a screen.
